The site occupation is about as standard as it can get as I was working off of other sites in reference to how sites are structured.
Residential containment follows standard procedures as just about any other containment operations. The heavy and light containment describes these different layers and standards.
You didn't even go through the entire site directory about the different layers that operate beneath the site. Fifth there's a lot here that doesn't exactly help me.

Overall, I really do like the Site, though I do think that it's priorities are not in order. I can get behind a lenient and even friendly Site like this, but I still think that its goals should be more in line with the Authority's. Not that helping civilians isn't a good idea, or something the Authority would not allow (within reason), but it shouldn't be their main objective. Though I like your idea of having a Site wing where the various sentient anomalies interact with one another, I think that's a great idea and has some great potential for both tales and articles.
