This one is just…odd. Quite well written I would say, and it's the sort of article that would keep one wondering. Not without a few things that can be fixed though.

What really makes it unethical, though? Not to mention it is presumed to be neutralized and thus not require containment. Can probably do away with the sentence.

Some clarification or change to this number could be good, since it's not clear why it's there. The civilization was wiped out some 65 million years ago, so was there some other activity until 13 A.D.? It doesn't strike me as if it was ever a threat. Please consider.
These anomalies have been designated their own numbers, and will be explained in greater detail.
The designations are what I would call a bit confusing. You have RPC-840-A and -B used twice in the article as well. At least personally I use numbers for 'fragments' of the RPC, and since your article blankets all the stuff on Venus as RPC-840, they would probably all fit there; meanwhile, documents I'd designate with letters. All to keep it consistent and distinct.
What I can suggest is:
- RPC-840-1 for the civilization.
- RPC-840-2 for the apocalyptic event.
- RPC-840-3 for the asteroid.
- RPC-840-4 for the cathedral.
- RPC-840-5 for the bacteria.
- RPC-840-6 for Adam.
- RPC-840-7 for Eve.
- RPC-840-8 for the doorway mask.
- RPC-840-9a for the floating mask.
- RPC-840-9b for the chained figure.
- RPC-840-A for the photographs since I'd say the lot counts as an addendum.
- RPC-840-B for the recovered letter.
- RPC-840-C for the exploration log.
This way you end up with all matters on Venus as numbers, and all additional information as letters. It also groups them better as -1 through -5 are events, locations, and more general things whilst -6 through -7b are distinct entities from the lot.
- High importance RPC-840-A members Adam and Eve were aboard RPC-840-B when it impacted Earth, and have been documented in the Christian Bible as the first humans to inhabit planet Earth.
- Information has been proven by evidence found on Venus, and in the Christian Bible.
This idea that you are putting forth is interesting, but I think it would require going a little more into; for example, how does the Genesis and the landing correlate, through ant details? You say that the Bible supports it but I think it would help to do something more for it. This and the exploration log certainly state that this is the truth but there is still a huge unexplained gap between their arrival to Earth and now. It's definitely very heavy-handed, a little more implication could work.
Additionally earlier you were making it clear that the civilisation was distinct from humans and it is not proven that they are in fact or origin, which directly conflicts with evidence you present later on. So which way is it? Consistency!
This gas RPC-840-0 produced had seemingly released a bacterial infection onto the RPC-840-A populous.
Populace; populous is an adjective.
In Photographs: Additional photography of RPC-840-0 was taken by NASA drone Northrop X-13 and RPC-991.
NASA having a drone on Venus? That's neat. I would suggest perhaps adding a footnote indicating it was part of a secret mission, and the Authority would likely confiscate any and all pictures and data of anomalous nature. It just seems like it could use a word or three more.
In Addendum: The note is directed to Adam and Eve.
Just a bit pedantic there, but Adam is not mentioned anywhere in the note. Throw the name in just to be clear.
Overall, I do like it the unusual idea st the core. The awkwardness of the mixed designations is the thing that throws me off the most together with the religious bits. Hopefully this was helpful to you!
