Firstly the Containment Protocols, I feel like the massive strikethrough is unnecessary as not only does it makes the containment protocols hard to read but it would also be much better to archive them and write out a new, much more strict protocol following the 092 incident. I'd imagine that they would be contained in a much more secluded environment and that to prevent a breach without having to terminate an instance they would feed the instances a spherical object thats covered in sedatives in case one of them becomes aggresive, perhaps they could make the feeding process limited to more trustworthy personnel or even better have a dispenser to carry out the process remotely.
I have nothing to say about the description since Jimmy covered practically everything wrong with it. My only gripe is that the competitive, "hungry, hungry hippos" aspect is never really explored in more detail besides that single paragraph mentioning the behaviour, I feel like an addendum featuring a test log of different spherical objects being released into the containment chamber with different results depending on the kinds of balls would fix the issue, what if one hippo were to never "win" and became more aggressive to personal and other instances, that would be an eerie little gimmick.
I also just want to say I personally enjoyed the 092 part and feel like it would be worth keeping it as long as you expanded upon the aspects I and Jimmy mentioned. Overall, the concept is pretty clever, just a little bare bones currently, the article doesn't need a massive overhaul, just expansion, with the changes in mind, i'd say this is worth a 4 on the mainlist and I look forward to the final product.
