Idea is basically a phenomenon in which every 38 years and 112 days, a child is born. Said child leads a generally normal life and at the age of 23, joins the Authority. They become a researcher and do rather well until they reach the age of 38 years and 111 days, on that day they are seemingly 'destined' to die due to a breach of containment or anything related to the object they are assigned to. The next day they are 'born again' per say, with the same name and the same looks etc
Okay , i think the idea is interesting , however i've got a few questions that I believe you need to address in your article:
1.Does this researcher cause the containment breach/incident themselves or does it happen under some other circumstances that are outside of their control(e.g some hostile force infiltrating the facility,power outage,equipment failure, ect.)?
2.Like Von said . If Authority knows that this person will (potentialy) cause containment breach shouldn't they do something about it , cause there are quite a few easy solutions to this problem ( Option A:not hire them at all . Option B: fire them a day before their destined death Option C: Maybe demote them so that they don't come in contact with dangerous anomalies. Option D:Frame him and lock him up in prison. Otion E:Try to explain the situation to them so that they doesn't come to work on their "last day". Option F:Just kill them before they have any chance to cause any major damage. These are just few examples i came up with)
3.Do they only do research on one specific type of anomalies , or are they different in each version of the cycle?
4.What level of clearance level do they have?
5.What about their family?Are they different in each iteration , or are they in the same timeloop with the researcher person?
1. The incident is caused by completely random circumstances, could be a power failure, could be a hostile raid, could be something else
2. This one has 2 ideas really, or maybe three. There's: The Authority decides not to meddle with the time loop until they understand more, an outside force of sorts kind of forces it to happen, or after a while, the Authority does interfere, maybe they add some extra precautions like assigning the researcher to a completely harmless entity, or maybe they just demote the guy. Could be any of these options I guess.

5. At the end of each iteration, the researcher has no remaining family members. This is due to their parents both dying at some point in their life, and having no siblings or other family

But seriously, if the Authority is aware that this person is in some kind of destiny time loop, why do they employ them as a researcher?
To keep the loop going, why risk what could happen if the loop just stopped (or it might just be forced to happen in some way or another, whichever works best)
