Containment Protocols: The Authority shall work with the Russian government to obscure the existence of RPC-607. An official cover story of the existence of a military base at the anomaly's coordinates has been produced. Any object that exits RPC-607 is to be recovered immediately.

All survivors of the Incident-607-1 crash are to be contained at OL-Site-607 until further notice.

Description: RPC-607 is a mushroom cloud resulting from a nuclear explosion that has persisted since October 24th, 1990 at ██°██'██.█"N ███°██'██.█"E in Russia's Arkhangelsk Oblast federal district. The explosion is ~600m high, with a width of ~300m. RPC-607 displays several additional anomalous properties:

All forms of electromagnetic radiation, such as radio waves, are unable to enter or exist within the anomaly, with scans of the area revealing a "dead zone" where the mushroom cloud is.
Information from outside of the anomaly cannot pass through it. For example, a slab of LO-████ with the phrase "George carved this" was launched from a cannon through RPC-607. When received on the other side of the anomaly, the phrase was removed from the slab.
RPC-607 may sometimes expel items that are often deformed beyond recognition. The few items that have been identified are often human remains such as bones or teeth, but they cannot be matched to any known human being or their potential relatives.

While electromagnetic radiation cannot access the anomaly the contrary has been observed to occur. The Authority has picked up several radio waves from RPC-607. When analyzed, they reveal long strings of numbers that, when decoded via alphanumeric conversion, reveal a series of messages in Russian. The radio transmission and transcript are below.

This is believed to be a morning news radio broadcast, which is the most common type of signal picked up from RPC-607. Others have been received but have not been decoded. Initially, these were thought to be some form of unique code used by the military during the time period of the explosion, but eventually it was believed that these were merely civilian broadcasts.

On 19/07/2017, the following transmission was received from RPC-607:

CAN ANYONE HEAR US

OUR ENGINES HAVE CAUGHT FIRE AND WE ARE IN THE MIDDLE OF AN INTENSE STORM
WE ARE CARRYING 25 SOULS ONBOARD

THERE IS SOMETHING RED IN FRONT OF OUR VESSEL. WE DO NOT KNOW WHAT IT IS

5 minutes after this transmission was received, a Antonov An-12 military aircraft exited RPC-607 in a great state of disrepair. The aircraft glided through the air for approximately 3 minutes before crash landing near OL-Site-607. Medical teams and research personnel rushed to the scene of the crash and discovered 12 initial survivors, all of whom were wounded. 3 of the initial survivors would later perish due to fatal injuries. Including the 12 initial survivors, there were 7 who had already perished when the Authority arrived. This would leave 6 individuals missing if the broadcast is indeed accurate, of which the pilot (Yakov Chuikov) and 2 others are included.

Following clean-up of the crash, several of the passengers were questioned by The Authority. All individuals interviewed were confused throughout the interrogations, giving Authority personnel obsolete or incorrect information. This included dates and events that had already occurred and disbelief at contemporary technology and politics, most notably the dissolution of the Soviet Union. These were further corroborated by the analysis of several items recovered from the wreckage, including Soviet Union-era IDs and passports along with other technology originating from the 1980s, such as cassette players and weapons from that time period.

All of the survivors were hesitant to discuss the details of their flight, including one, Sergei Annenkov, who had remained silent throughout any attempt at interrogation. It was revealed by the other survivors that Sergei was an officer overseeing the flight and that he had been assigned to protect a top-secret cargo. Eventually, it was concluded that the cargo was anomalous in nature, leading the Authority to re-investigate the crash site and the items recovered.

One of the boxes, marked "FE-X3D21" was of particular interest; however, it was secured by a combination lock that could not be removed by force. Upon returning to the holding cells, personnel found that Annenkov was attempting to suffocate another survivor with a pillow. When confronted, Annenkov began convulsing. All attempts to save him failed. The cause of death was cardiac arrest, which was later found to be caused by a lethal dose of pain relief medicine within his system, likely self-inflicted and by use of medicine found within the medical wing.

Continued questioning of the survivors has revealed no further information regarding their mission, what the "FE-X3D21" crate may contain, or how to unlock it. Several of them have attempted, but failed, to commit suicide like Annenkov did or escape OL-Site-607. The Russian Government has denied all requests for a co-operative investigation into the matter, citing "national security concerns that overreach the mission of containing RPC-607".
