Description:

RPC-918 is an unidentified auditory phenomenon manifesting around diplomatic personnel working at the United States Embassy, or Canadian Embassy, in Havana, Cuba, and the US Consulate in Guangzhou, China.

During such events, afflicted individuals report hearing an intense droning noise, described as resembling grinding metallic surfaces, or high-pitched screaming. Sound exposure results in severe neurotrauma, inducing side-effects such as vertigo, vision impairment, hearing damage, and associated symptoms of chronic traumatic encephalopathy.


Discovery:

On December 30, 2016, a HUMINT1 officer working for the US Central Intelligence Agency reported abnormal health conditions following exposure to an unidentified auditory event at the US Havana Embassy. The US Federal Bureau of Investigation launched an inquiry after several more incidents occurred at the embassy, this time from affected US State Department personnel in May 2017. This investigation failed to determine the source of the phenomenon, resulting in all non-essential staff being withdrawn from the country on September 29.2

The Authority was made aware of RPC-918 from intelligence assets embedded in the US Senate Committee on Foreign Relations. On January 9, 2018, MST Echo-21 ("Sleeping Sirens") was dispatched to Havana, Cuba, to ascertain the presence of anomalous activity. Their investigation revealed a handful of sites were constructed with poor architectural engineering, contributing to harsh environmental ultrasound noise. EMF detectors displayed measurable spikes of electromagnetic energy in localized areas where previous incidents occurred, but these spikes were attributed to poor electrical wiring within many Cuban buildings.

On May 23, the US Consulate in Guangzhou, China, reported a staff member being injured from an acoustic attack similar to those reported from Cuba. In response, MST Tango-12 (“Eye From The Sky") operatives were deployed the following day, with orders to focus their efforts on surveillance and monitoring of consulate employees rather than direct engagements.3 Despite several RPC-918 attacks happening in China while MST operatives were present, attempts to record personnel targeted by its acoustic attack resulted in technical failures.4


Addendum-01:

Several audio files from MST Tango-12's investigation in China have been recovered partially. An examination of the audio recorded during these RPC-918 attacks revealed no hazardous material coming from the sound itself.7 The following recording has been approved for site documentation.
